Contact information for your local legislators and other information about the legislative process can be found at:\u00a0<a href=\"http:\/\/www.leginfo.ca.gov\/yourleg.html\">http:\/\/www.leginfo.ca.gov\/yourleg.html<\/a>.<\/p>\n<p><strong><u>The California Senate recently amended the following bill<\/u><\/strong><strong>:<\/strong><\/p>\n<ul>\n<li><strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong><strong><u>SB-68<\/u><\/strong><strong>\u00a0Minor Parents \u2013\u00a0Reunification Services.<\/strong>\u00a0<strong>Advokids sought an important amendment to SB-68<\/strong>, a bill that offers extra time for teenage parents to reunify with their children in foster care. Advokids supported the general intent of the legislation BUT could not support an extension of time for those minor parents who had\u00a0<strong>previously committed severe physical or sexual abuse against another child<\/strong>. Advokids worked quickly to call for the redaction of this provision.<\/li>\n<\/ul>\n<p><strong><u>Advokids actively supported the following bills<\/u><\/strong><strong>:<\/strong><\/p>\n<p><strong>Regulation of Psychotropic Medications<\/strong><\/p>\n<ul>\n<li><span style=\"text-decoration: underline;\"><strong>SB-319<\/strong><\/span><strong>\u00a0Child Welfare Services \u2013 Public Health Nursing\u00a0<\/strong>strengthens California\u2019s Health Care Program for<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong>\u00a0Children in Foster Care (HCPCFC) by giving public health nurses access to the information and authority necessary to monitor thousands of foster children who are currently medicated with psychotropic drugs.<\/li>\n<li><strong><u>SB-484<\/u><\/strong><strong>\u00a0Group Home Oversight\u00a0<\/strong>requires the identification of group homes suspected of inappropriately<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong>prescribing psychotropic medications to foster children.\u00a0<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><br \/>\n<\/a><\/u><\/strong><\/li>\n<li><strong><u>SB-238<\/u><\/strong><strong>\u00a0Foster Care \u2013 Psychotropic Medication\u00a0<\/strong>strengthens the responsibilities of judges,<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong>county welfare agencies, and others in monitoring the prescription of psychotropic medications to foster children.<\/li>\n<li><strong><u>SB-253<\/u><\/strong><strong>\u00a0Dependent Children \u2013 Psychotropic Medication<\/strong>\u00a0raises the bar for court approval of a doctor\u2019s request to prescribe psychotropic medications to a child in foster care by establishing an increased standard of review, necessitating additional findings of fact, and at times, requiring a second medical opinion on the child\u2019s case.<\/li>\n<\/ul>\n<p><strong>Representation of Foster Children \u2013 Attorney Caseload &amp; Salary<\/strong><\/p>\n<ul>\n<li><strong><u>Assembly Budget Subcommittee No. 5 &amp; Senate Budget Subcommittee No. 5\u00a0<\/u><\/strong>increases the allocation of money that will go to attorneys who are appointed by a court to represent children in foster care because it will assist in lowering the caseload for dependency attorneys and give them the time and resources necessary for providing adequate representation for California\u2019s foster children.<\/li>\n<li><strong>\u00a0<\/strong><strong><u>SB-316<\/u><\/strong><strong>\u00a0Minor\u2019s Attorney Caseload\u00a0<\/strong>prohibits excessive caseloads for court appointed attorneys who represent foster children and non-minor dependents.<\/li>\n<\/ul>\n<p><strong>Giving Foster Children a Voice<\/strong><\/p>\n<ul>\n<li><strong><u>AB-217<\/u><\/strong><strong>\u00a0Minor\u2019s Attendance at Court\u00a0<\/strong>requires the court to inform a child of their right to personally address the<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong> court during a hearing about their case.<\/li>\n<li><strong><u>AB-1416<\/u><\/strong><strong>\u00a0Foster Parent Evaluation\u00a0<\/strong>gives foster youth the opportunity to provide official feedback about the quality of care they received in foster homes and from their caregivers.<\/li>\n<\/ul>\n<p><strong>Foster Child Education<\/strong><\/p>\n<ul>\n<li><strong><u>AB-379<\/u><\/strong><strong>\u00a0Education Rights\u00a0<\/strong>makes the California Department of Education\u2019s Uniform Complaint Procedure (UCP)<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong>\u00a0available to foster youth in order to better enforce compliance with the educational protections and services afforded to children in foster care.<\/li>\n<\/ul>\n<p><strong>Extending Benefits to Foster Youth who are Aging Out<\/strong><\/p>\n<ul>\n<li><strong><u>AB-592<\/u><\/strong><strong>\u00a0Juveniles \u2013 Proof of Dependency or Wardship<\/strong>\u00a0authorizes the Department of Social Services to verify<strong><u><a href=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22638 alignright\" src=\"https:\/\/adevine.io\/advokids-backup\/wp-content\/uploads\/2015\/06\/Passed-graphic.jpg\" alt=\"Passed graphic\" width=\"106\" height=\"51\" \/><\/a><\/u><\/strong>an individual\u2019s status as a former foster youth in order to allow them access to important services such has healthcare, financial aid, and other educational benefits that they may be eligible for.<\/li>\n<li><strong><u>SB-12<\/u><\/strong><strong>\u00a0Education \u2013 Amendments to the California Fostering Connections to Success Act\u00a0<\/strong>amends the California Fostering Connections to Success Act by extending benefits to certain groups of foster youth between the ages of 18 and 21 who were in correctional facilities or on probation.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Updated\u00a0December 2, 2015 Did you know that this legislative session, Advokids is diligently watching proposed legislation that affects California\u2019s foster children?
